Lucifer Is Innocent of all evil that's happened since he was incarcerated in God's realm more than 2,000 years ago, which rendered him powerless to externally motivate humans in any capacity.
If this were anything other than an elaborate spirit scan, then God would be found guilty of war crimes against His own people in a court of law based on His own laws.
